LU-7841 doc: stop using python-docutils

LU-7841 doc: stop using python-docutils

Since python-docutils is a problem in some Linux distibutions
don't use it.  Convert the few manpage sources kept in .rst
format to the more traditional nroff style so no conversion
is needed at build time.
