LU-11381 tests: sanity-flr 201 skip information

LU-11381 tests: sanity-flr 201 skip information

sanity-flr test 201 was added to the ALWAYS_EXCEPT list
with no information about why it is being skipped. Add
the JIRA ticket number that documents why test 201
is not being run.
