b=17258 give the BUILD_TESTS love to ldiskfs as well

Because ldiskfs re-uses so (too?) much of the lustre auto* goop we need
to stub the BUILD_TESTS assignment into it's autoMakefile.am, even though
it's completely unused/unneed there.
