LU-1199 build: Remove autoMakefile.am.toplevel

LU-1199 build: Remove autoMakefile.am.toplevel

Now that ldiskfs no longer shares lustre's build system,
there is no need for the added complication of
the autoMakefile.am.toplevel file.  We move its contents
into the actual top level autoMakefile.am file.
