LU-9043 test: remove conf-sanity test 24a ALWAYS_EXCEPT

conf-sanity test 24a was added to the ALWAYS_EXCEPT list
due to bugzilla 23573. The issue described in bugzilla
23573 was fixed and landed to master.

conf-sanity test 24a should be removed from the
ALWAYS_EXCEPT list.
