LU-10732 tests: sanity-lfsck to reset speed limit

- sanity-lfsck should reset speed limit on all servers.
- Change MDS/OST size to 300M as 100M is way too small for
  ZFS and mkfs time shouldn't be a problem for ldiskfs now
- Enable test_9a
- More accurate check for test_30.
