LU-13818 build: use libsnmp-dev instead of libsnmp30

LU-13818 build: use libsnmp-dev instead of libsnmp30

Installing libsnmp-dev will pull in the correct libsnmpXX.
By depending on the libsnmp-dev we can install on
ubuntu 20.04 which is libsnmp35
