LU-12932 tests: remove obsolete qos.sh test script

LU-12932 tests: remove obsolete qos.sh test script

The qos.sh test script is broken for a number of reasons:
- hard coded filesystem name
- uses old positional parameters for lfs setstripe
- sets parameters on client that should be set on MDS

and is duplicated by sanity test_116a.  Remove it.
