LU-9581 tests: remove recovery-small test from ALWAYS_EXCEPT

recovery-small test 52 is not run during testing,
by adding the test number to the ALWAYS_EXCEPT list,
due to bugzilla bug number 5493.

Remove recovery-small test 52 from the ALWAYS_EXCEPT
list and start running this test again.

Test-Parameters: trivial testlist=recovery-small
