LU-3862 misc: delete obsolete config script

LU-3862 misc: delete obsolete config script

The "lustre" and "lnet" config scripts are currently in use for
Lustre/LNET startup/shutdown, but "lustrefs" hasn't been maintained
since it was first introduced.  Delete it.
