LU-13641 socklnd: remove tcp bonding

TCP bonding in the socklnd has become obsolete with LNet
Multi-Rail and there's no evidence it's being used anywhere.
Remove it to keep the code simple.

Test-Parameters: trivial testlist=sanity-lnet
