LU-4341 test: skip failing sanity test 170

LU-4341 test: skip failing sanity test 170

Since sanity.sh, test_170 always fails in sles11 testing
add it to ALWAYS_EXCEPT when testing on sles11.
This can be removed when we have a real fix for the test.

  clientdistro=sles11sp3 mdsfilesystemtype=ldiskfs \
