LU-10073 tests: stop running smoke test

LU-10073 tests: stop running smoke test

lnet-selftest test smoke is failing at a high rate
when tested with ARM clients and when run with Ubuntu
clients. Stop running this test for ARM and Ubuntu
clients until we find a solution.

Test-Parameters: trivial clientarch=aarch64 testlist=lnet-selftest
