LU-10229 test: Add sanity-sec test_27 to ALWAYS_EXCEPT

Received request to ALWAYS_EXCEPT test_27 since it has been
failing regularly on master.  This will keep it from affecting
other patches.

Test-Parameters: trivial testlist=sanity-sec
