LU-9693 tests: Adding sanity test_42a & 42c to always_except

LU-9693 tests: Adding sanity test_42a & 42c to always_except

Sanity test_42a and test_42c were removed from Always_Except
list earlier. But it seems the issues were not completely
resolved.

Hence, adding them back to Always_Except list.
