LU-9963 test: add parallel-scale tests to ALWAYS_EXCEPT

add the following parallel-scale tests

parallel_grouplock :
       test_parallel_grouplock: test failed to respond and timed out
Associated Jira ticket LU-9429 is in open state.
to ALWAYS_EXCEPT list.

Test-Parameters: trivial testlist=parallel-scale
