LU-4017 quota: extend to test project quota

LU-4017 quota: extend to test project quota

Extend sanity-quota.sh to test project quota.
Also extend llog_test module to test new format
@llog_setattr64_rec_v2. codes should be able
handle both @llog_setattr64_rec_v2 and @llog_setattr64_rec
well.
