LU-2523 tests: disable racer setstripe until fixed

LU-2523 tests: disable racer setstripe until fixed

Disable the use of "lfs setstripe" in racer file_create.sh until
the LU-2523 and LU-2789 are fixed, so that racer can be added to
the "review" test workload instead of only in the "full" workload.

Test-Parameters: testlist=racer,racer,racer
