LU-1346 libcfs: cleanup waitq related primitives

Plus some manual change:

1. Remove __wait_event_timeout definition
2. Change cfs_waitq_wait_event_timeout and
   cfs_waitq_wait_event_interruptible_timeout to linux kernel API
3. Replace some function definitions in linux-prim.c as macros in
   linux-prim.h
