LUDOC-204 lnet: Dynamic LNET Configuration Documentation

Added a section in the Lustre Manual for the DLC project:
LU-2456.  The section gives an overview of how DLC works,
a detailed explanation of all the DLC C-APIs introduced,
a detailed explanation of the YAML Interface, the LNET
configuration utility and the new command line
infrastructure.
