LU-9594 tests: remove sanity tests from ALWAYS_EXCEPT

Remove the following sanity tests from the ALWAYS_EXCEPT list:

45 - bz3561 'osc io page accounting' because associated bugzilla
ticket contain no activity.

68b - bz5188 test no longer exists.
