LU-6142 contrib: update checkpatch.pl to 6.13-rc3

LU-6142 contrib: update checkpatch.pl to 6.13-rc3

Update checkpatch.pl to the latest version. Notably, this version
drops the requirement for special comment style in net/. Lustre/LNET
will follow suit by also dropping this requirement.

Update the lustre-checkpatch.patch to match.
