LU-7040 test: skip sanity-hsm 12q for old MDSs

LU-7040 test: skip sanity-hsm 12q for old MDSs

Before 2.7.58 MDSs do not set OBD_MD_TSTATE in some of the cases that
they should. So skip sanity-hsm test_12q when running against these
servers.
