LU-10598 obdclass: ignore IGIF formatted last_id

LU-10598 obdclass: ignore IGIF formatted last_id

All the FIDs with sequence within [FID_SEQ_IGIF, FID_SEQ_IGIF_MAX]
is valid IGIF in spite of what the f_oid is. So the IGIF with zero
f_oid is also valid IGIF, not last_id. So that last_id check logic
should ignore IGIF formatted last_id.
