LU-5560 tests: add sanity-selinux.sh

New test sanity-selinux.sh aims at exercing SELinux support
on the client side, as implemented according to LU-5560.
This patch also adds new fail_locs in CLIO.

Test-Parameters: trivial testlist=sanity-selinux
