Remove sanity-quota tests
34 "Usage transfer for user & group & project"
35 "Usage is still accessible across reboot"
from ALWAYS_EXCEPT list.

Test-Parameters: trivial testlist=sanity-quota mdtfilesystemtype=zfs ostfilesystemtype=zfs
