LU-9422 tests: generalize SLES version check

LU-9422 tests: generalize SLES version check

Some tests in the Lustre test suites cannot run on all
versions of SuSE Linux and need to be skipped based on
the SuSE version.

Generalize the function that compiles the version of SLES
and skip tests based on this new routine.
