LU-19049 lutf: Debian 13: swig 4.3, python 3.13.3

Update the config/ac_python_devel.m4 to handle distutils
being removed.

Handle swig 4.3 api change, SWIG_Python_AppendOutput() takes a
3rd argument 'is_null'
