EX-4015 lipe: define lipe scheme module

Avoid spurious "possibly undefined symbol" warnings from the guile
compiler by placing all of the snarfed definitions into a "lipe"
module. Add the fid accessors to a "lipe fid" module.

Test-Parameters: testlist=sanity-lipe-scan3 facet=mds1
