LU-16694 misc: remove, update old scripts

LU-16694 misc: remove, update old scripts

There are two old checkstack.pl in-tree. Remove both and pull down
a new one from upstream.

There's only one script in lustre/contrib (lustre_server.sh). It
is meant for ClusterLabs resource-agents. But the script hasn't
been maintained. Hence, remove it.
