LU-18114 lfs: split "lfs hsm_*" group into subcommands

Split "lfs hsm_*" command group into subcommands, e.g.
"lfs hsm_archive" to "lfs hsm archive".
Also, sanity-hsm.sh test_223b is modified to verify this patch.

Test-Parameters: testlist=sanity-hsm env=ONLY=223b
