LU-13906 build: Enable using ldiskfsprogs without wc tag

HPE ldiskfsprogs internal versioning is tagged with 'cr',
Whamcloud ldiskfsprogs internal version is tagged with 'wc'.

Instead depend on an ldiskfsprogs > 1.45.6
