LU-17978 tests: always except sanity-pcc test_33 on el8.9+

LU-17978 tests: always except sanity-pcc test_33 on el8.9+

sanity-pcc test_33 is failing 100% of the time on rhel8.9 and el810
due to previous reported inconsistent LSOM problem in LU-17781,
so add it to ALWAYS_EXCEPT until a fix is found.
