LU-14772 tests: Add conf-sanity-framework.sh

This patch creates a new file conf-sanity-framework.sh
The functions from conf-sanity.sh will be moved into
this file, and will also be used in other tests with
the conf-* prefix.

Test-Parameters: trivial testlist=conf-sanity
