LU-18461 osd: pass lu_attr to declare_xattr_set

Pass the lu_attr to dt_declare_xattr_set() and do_declare_xattr_set()
OSD API methods for later use by file join to pass the object offset.

This patch only adds the "attr" parameter but does not use it,
so there is no functional change to the code.
