LU-11816 lnet: setup health timeout defaults

LU-11816 lnet: setup health timeout defaults

Enable health feature by default.
Setup transaction timeout to a default 10 seconds and
retry count to 3 when health is enabled. When health
is disabled set default transaction timeout to 50.
When toggling between health enabled/disabled the defaults
will always kick in.
