LU-16221 kernel: RHEL 9.1 server support

This patch makes changes to support RHEL 9.1 release
with kernel 5.14.0-162.18.1.el9_1 for Lustre server.

Test-Parameters: trivial fstype=ldiskfs \
clientdistro=el9.1 serverdistro=el9.1 testlist=sanity
